This tool operationalizes the TDCGP Requirement 1: Pre-Deployment Institutional Capacity Assessment. Enter a country or regional context and rate its institutional capacity across three dimensions. The tool assigns an ICG Tier classification and generates a tailored policy analysis using the framework developed in this proposal.
Name of country, region, or community context being assessed. Be specific — e.g. "Northern Ghana" rather than "Ghana" if assessing a sub-national context.
Ability of state bureaucratic structures to implement, monitor, and enforce cultural policy mandates at national and sub-national levels.
Existence, quality, and enforceability of cultural protection legislation and regulatory frameworks, including data governance law.
Functional channels through which non-state actors — traditional authorities, cultural associations, indigenous governance bodies — participate in policy design and oversight.
Is community-level governance (traditional councils, kinship law, kastom-equivalent systems) functionally intact?
Any relevant background: recent policy changes, active conflicts, specific AI project being assessed, donor landscape, etc.
